Public integrity investigations might involve police officers who are abusing power, or, perhaps, the police chief is granting special favors to certain people or using his authority improperly or illegally.
It might be a mayor or other government official who is doling out favoritism to his buddies and excluding other people from city contracts. There could be a thousand different examples.
